Gaps in Implementation Persist in Validation Projects

While many validation projects run into various issues before statistical validation can commence, some of the most persistent problems occur during implementation, where timelines, stakeholder collaboration, and adaptation processes converge. In Canada, the realities of validation are impacted by these processes and the related challenges.


Assumptions about the scope of review are a common problem, as they often result in over-optimism and an insufficient review cycle. Even a relatively simple questionnaire can turn out to require a lot of discussions once it starts being reviewed.


This is exacerbated by the involvement of several stakeholder groups. Researchers, linguists and those responsible for the instrument's measurement may view it from different perspectives and reaching a shared understanding can take time, especially when preserving its measurement intent is a priority.


Sequencing the tasks within the project is another issue. Validation processes are sometimes conducted toward the end of the project as part of an overall research or assessment activity. When a deadline approaches, there might be increased pressure to finish the review quickly.


It must also be noted that the assumption about the equivalent performance of the translated questionnaire can become problematic during validation. This is why there are validation processes, as differences in meaning can only become apparent through testing and the responses of the participants.


Validation projects usually require resources, which can be scarce and unevenly distributed. The skills needed for validating a questionnaire include both language expertise and knowledge of the measurement process. Some organizations may have the former and not the latter, and vice versa, complicating collaboration.


Technology can streamline some aspects of the review process and make document storage and management easier. However, it does not replace all the time-consuming analysis of content and potential misinterpretation that the team must go through.


Finally, the requirement to provide more evidence in favor of the tool's quality is higher when the assessment results will be used in making significant decisions. It adds to the implementation pressures while at the same time complicating and extending the review process.


To alleviate the problem, some organizations have started implementing their validation processes early in the project cycle. The goal is not necessarily to prolong the process but rather to prevent the delays associated with measurement-related problems that can only arise later.


Overall, validation results depend on the effectiveness of implementation as much as they depend on the chosen methodologies. There is a high chance of delays and complications in validation regardless of the methods employed, if the team fails to address such concerns as review cycles and adaptation issues properly.


Successful validation requires as much implementation discipline as it does psychometric expertise.
